Our hand-rolled cones are available in a range of industry-standard sizes commonly used in professional pre-roll production. These sizes are consistently available and form the foundation for both our white-label and standard customized cones. We continuously evaluate market demand to expand our size range where relevant.

These frameworks are among the strictest in the market and are commonly used as a reference by cannabis industry operators and testing laboratories. They define how product safety is assessed in regulated environments.
What do these frameworks regulate?
They regulate product safety by defining which contaminant categories must be assessed for inhalable products. This includes limits, testing approaches, and evaluation methods for:
Heavy metals - Pesticides - Microbiological risks - Mycotoxins
They are designed to ensure that products intended for inhalation do not pose avoidable health or compliance risks.

Pre-rolled cones do not contain cannabis and are not subject to cannabis-specific potency or cannabinoid testing. However, as a functional component of the pre-roll, cones must not introduce contaminants or risks that could cause a finished product to fail compliance testing.
For cones, this means the focus is on materials, production processes, and indirect contribution to regulated contaminant categories, rather than on cannabis-related parameters.
So how do we approach compliance testing?
We structure our testing program in alignment with these reference frameworks, among the strictest in the industry, to support compliance within highly regulated markets.
Some test categories go beyond what is required for paper-based cones. We include these assessments to provide additional assurance and to ensure our cones do not contribute to downstream compliance risk in professional pre-roll production.
- All analytical testing is conducted by BioScision Labs, an independent ISO/IEC 17025-certified laboratory specialized in cannabis-related compliance testing.
- We test our product on a quarterly basis. In addition, source materials are re-tested whenever material specifications change.
- Production is organized using batch numbers for traceability. Standard testing is material-based; batch-specific testing is available upon request at additional cost.

Dutch Leaf Cones operates under GMP-certified standards and a dedicated ISO 9001-certified production facility in Indonesia. Production takes place in a secure and controlled environment designed to ensure consistent process execution and product integrity.

Production & Quality Control
Our more than 20 years of cone experience roll into months of structured training, ensuring every employee masters hand-rolling and inspection techniques. Each cone is produced and inspected individually according to our defined 4-step quality control procedure.
Up to 10% of cones that do not meet defined structural and visual standards are removed from circulation prior to careful and specialized packaging. Applying this level of scrutiny ensures that our customers receive cones that are not only compliant, but also structurally prefect, to guarantee the lowest possible fallout rate. This is a performance standard we validate regularly by sending our cones for structural precision testing across as many widely used filling machines as possible.
